GREAT NEWS! Governor Rell yesterday signed SB 428, now Public Act 10-117! With the efforts of CCA and you, our members, we have made a great stride in strengthening our licensure. This will become effective on October 1, 2010 – the usual time for such a change in law!
It's official! Governor Rell yesterday signed SB 428 now Public Act No. 10-117. Section 50 below is the change in the definition of "professional counselor" - the goal of CCA for the legislative session.
Connecticut now joins 35 other states that have the word "diagnose" or "diagnosis" in their scope of practice. Section 50 becomes effective on October 1, 2010 - the usual time for such a change in law.

Public Act No. 10-117
AN ACT CONCERNING REVISIONS TO PUBLIC HEALTH RELATED STATUTES AND THE ESTABLISHMENT OF THE HEALTH INFORMATION TECHNOLOGY EXCHANGE OF CONNECTICUT. Sec. 50. Section 20-195aa of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2010): As used in sections 20-195aa to 20-195ee, inclusive, as amended by this act: "Professional counseling" means the application, by persons trained in counseling, of established principles of psycho-social development and behavioral science to the evaluation, assessment, analysis, diagnosis and treatment of emotional, behavioral or interpersonal dysfunction or difficulties that interfere with mental health and human development. "Professional counseling" includes, but is not limited to, individual, group, marriage and family counseling, functional assessments for persons adjusting to a disability, appraisal, crisis intervention and consultation with individuals or groups. Effective: October 1, 2010. Office of Legislative Research Comment: § 50 – DEFINITION OF PROFESSIONAL COUNSELING Current law defines professional counseling as the application, by those trained in counseling, of established principles of psycho-social development and behavioral science to evaluate, assess, analyze, and treat emotional, behavioral, or interpersonal dysfunction or difficulties interfering with mental health and human development. The bill expands this definition to include the diagnosis of such dysfunction or difficulties.
